Four Years of EULEP R-D&I Now Available: Final Project Reports
As the EULEP project draws to a close, its core research reports and training resources are publicly available on the EULEP website. Together, they document a four-year process of listening to businesses, designing evidence-based training, testing it across eight countries, and building an eco-systemic model for how vocational education can genuinely serve the needs of a digitalising economy. Below is an overview of the main reports and documents.
Research Reports
1. Workforce Needs for Up and Reskilling in AI, VR and Social Innovation
The starting point for the entire project. This report presents the findings of research conducted with businesses across the eight participating countries, mapping their awareness of and training needs in Artificial Intelligence (AI), Virtual Reality (VR), and Social Innovation (SI). It examines companies’ existing skills and training activities, their degree of digitalisation, and their specific workforce gaps — providing the evidence base on which all subsequent EULEP training was built.

2. Recommendations for the Development of Transnational Training Modules
Building directly on the findings above, this report documents the year-long process of translating business needs into concrete learning outcomes, and of identifying the best possible training scenarios across different national VET contexts. It also defines common quality criteria for transnational VET module development and lays the groundwork for future national recognition of the modules.

3. Training Paths Abstract
A concise overview of the learner and labour market-oriented training paths developed under Work Package 3. The English abstract summarises the approach taken to designing the AI, VR and Social Innovation training curricula, and is available alongside versions in seven other European languages.

4. Final Report with the Training Curricula
The most comprehensive EULEP document, this report brings together all outputs produced across the project: learning outcomes, training modules and units, the three full training paths, VET system analyses for all eight partner countries, and the contributions of national VET Councils. It also covers the EULEP e-learning platform and the European qualification frameworks that underpin the curricula (ECVET, EQAVET, EQF). An English abstract provides a concise entry point.
5. Training Paths
The three dedicated training paths developed by EULEP are each available as standalone resources:
- Training Path for Artificial Intelligence
- Training Path for Virtual Reality
- Training Path for Social Innovation
Each path was designed to be practical and employer-relevant, grounded in the skills gaps identified in the initial research phase.
6. Train the Trainer Guides
To support the roll-out of EULEP training across different national contexts, the project produced a set of Train the Trainer Guides for facilitators and VET providers delivering the curricula.
Pilot Evidence
7. Country Pilot Reports
Before full implementation, EULEP’s training materials were tested by VET and training providers in all eight participating countries. The country pilot reports — available for Austria, Belgium, Cyprus, France, Italy, Latvia, Spain, and Türkiye — summarise the structured feedback collected at national level and the improvements made to the materials ahead of the final implementation phase.
